The Quizmaster should be aware that reading the question without pausing for punctuation benefits the quizzers.
This line is added to clarify QM instructions. It might serve to strengthen a hinderance contest based on a QM emphasizing the wrong word in a question. Use caution in presenting these contests, as judges only have so much tolerance for this type of argument. That's not to say it's not gettable, but it's not something that has been widely established at this point.

The parenthetical was added to point people to the glossary. The definition there is, "Information that comes before the question that lets the quizzers know what type of question(s) and/or answer(s) to expect and where they come from in the Scripture." This definition is exactly as it was before, but I think the idea was to call attention to those who may not be aware. A common misunderstanding among less-experienced officials is that the Locator (from chapter "x" or section titled "y") is a part of the question instead of the introductory remarks. This should help clarify that issue.

This was added to clear up a misunderstanding. Because the quizzer who commits the infraction is given both a foul and an incorrect answer, quizzers were using this to confer after the substitute question was read to the other team. That shouldn't be allowed, as they didn't actually miss the question.
I'll take a moment to unpack this so you can understand why this is. The rule both gives the quizzer the foul and an incorrect answer to prevent a complex scenario. Let's say quizzer A on the red team buzzes in on a difficult 30 point question that he can't answer. Quizzer B knows that quizzer A can't answer it, so he begins to answer instead. If only a foul were assessed, the red team would only lose the (-5) for the foul and not the (-15) for the question. Thus, quizzer B would save the red team 15 points. Obviously, this should not be allowed, and so if this situation happens, there is no reason for a confer.
