Bibles, binders, notebooks, or any other hard copy material is not permitted on the table or within the Scripture Portion except during Contesting, Responding and time-outs.

This was added to the existing rule. It is interesting for two reasons. First, as the Large Print Scripture Portion comes as loose-leaf papers, it may be somewhat difficult to enforce this rule. I can't imagine the rules can forbid the use of a Large Print Scripture Portion, as not only would it be forbidding the use of an official Portion, but also a terrible affront to those quizzers who have a special need for larger print.

The other interesting point is that this marks the first time a Bible has been forbidden from use on the table. This goes back to the days when quizzers regularly used an ABS Bible (I used one myself in 7th grade).

2. A team Contests with the intent of solely using it as a time-out.

This is a new foul that has received a lot of attention from the BQ community, but it's not nearly as big of a deal as some people think. The key is the word "solely" in the rule. This means that as long as there is a purpose for the contest beyond simply using it as a time out, the foul cannot be called.
