Chapter four covers Corrective Procedures, and contains only
one actual rule change. Note again that the pagination is different
than the old Rule Book with the addition of the Copyright notice at the bottom of each page.

Contests are not allowed for the intent of solely using them as a time-out.
I won't belabor this point as it was covered in the previous post. Just note
once again that the key word is "solely" in this rule.
